Jonquil has Arts and Law degrees from the Australian National University. She has extensive Senior Executive experience in legal and management positions in the Australian Public Service including as General Counsel and acting General Manager of the Content and Consumer Division of the Australian Communications and Media Authority. In her various and varied roles, she has made major contributions to leadership, policy development and good governance.

Jonquil is a long-term participant and supporter of the arts and spent three years on the Board of Kim Carpenter’s ‘Theatre of Image’ with a focus on philanthropic activities. She joined the Symphony Chorus of Sydney Philharmonia Choirs in 2021 and was appointed to the Board in 2024.

Jonquil obtained her AMusA Diploma in Singing Performance from the Australian Music Examinations Board in 2023.
